To be published in the ICEICT2016 Conference Proceedings and IEEE Xplore®, at least one author of an accepted paper should be registered for the conference at full or limited (member or non-member) rate and the paper must be presented at the conference. Non-refundable registration fees must be paid prior to uploading the final IEEE formatted, publication ready version of the paper. For authors with multiple accepted papers, one full or limited registration is valid for up to 2 papers. Accepted and presented papers will be published in the ICEICT2016 Conference Proceedings and IEEE Xplore®.

2016年第一届电子信息与通信技术国际会议（2016 International Conference on Electronic Information and Communication Technology，ICEICT2016），将于2016年8月20-22日在哈尔滨举行。作为一个年度系列的国际会议，其旨在为世界范围内的专家、学者创造交流与讨论的平台。主要议题涉及到通信与网络、信息与信号处理、电磁场与微波、天线与电磁兼容、微波毫米波电路与器件、射频系统与雷达等。ICEICT 2016 由IEEE Harbin Section、IEEE Harbin AP/MTT/EMC Joint Chapter 、IEEE Harbin Antennas and Propagation/Microwave Theory and Technology/ElectroMagnetic Compatibility Joint Society Chapter 、IEEE Harbin Communication Chapter、IEEE Harbin Geoscience and Remote Sensing chapter提供技术支持。
本届会议由哈尔滨工业大学主办，哈尔滨工程大学、哈尔滨理工大学、黑龙江科技大学参与联合协办。参与协办的还包括毫米波国家重点实验室、国家自然科学基金委员会、空间微波技术国防科技重点实验室、电磁散射国防科技重点实验室、通信对抗国防科技重点实验室、《微波学报》编辑部、《哈尔滨工业大学学报》编辑部以及国内研究机构的国防科技重点实验室等。

此次会议的召开正直是IEEE第十区（亚太地区）成立50周年，自2016年8月份起始为期一年的隆重庆典活动周期，以及哈尔滨分会（IEEE Harbin Section）成立10周年2016年盛大系列庆典的学术专题活动的组成部分。会议期间将邀请国内外知名学者做大会主题报告和特邀报告，同时会议期间将组织多个并行seminar技术讲座和技术培训专场。
此次会议提交的论文，经过严格同行评议，经录用后方可刊在论文集中，本次会议所有被录用的文章由IEEE 出版社出版，提交IEEE 审查之后进入IEEE Xplore 数据库并被EI Compendex 检索。为保证会议论文集质量，ICEICT2016 组委会会将对论文初稿及终稿提交至IEEE Cross Check（IEEE 的论文反抄袭检索查询机构）进行检查，一经发现提交的论文含有不正当引用、抄袭或多次出版或一稿多投现象将被严格处罚。
